Other chapters discuss in detail the neglect of education and of infrastructural development, the lack of industrial development outside the state sector, the poor performance of the state enterprises, and the rudimentary nature of the financial sector. The agricultural sector has contributed much of the growth which has occurred since 1960, and still accounted for over 40 per cent of GDP in the mid-1990s. But even here, heavy handed government interventions, environmental degradation and lack of investment have together led to slow growth and little crop diversification. Landlessness has grown and rural poverty is a major problem, although hard evidence on its extent is lacking.
