Improving international co-operation in fighting TOC
requires an adequate legal framework, its effective
implementation and progress towards new models of
closer co-operation. Ratification of conventions and
legal instruments, as well as a review of reservations, is
the first step. The second step, which lies in the
execution of requests, and mechanisms and incentives,
should be put in place to overcome delays and
obstacles. Finally, in the fight against complex
phenomena such as TOC, international networking cooperation
at law enforcement and judicial levels is
crucial
