Since independence in 1957, public sector reform has been a part of the Governments
agenda. The 1980s reformations revolved around the need to
improve the quality of public sector management. The administrative reforms
of the nineties were guided by the underlying philosophy of quality, with
emphasis on administrative reforms, improvements of information, service
delivery and productivity of civil servants (Ahmad Sarji, 1994). Reformations
in public sector management includes the introductions of several numbers of
new ministries with their own portfolios, one of them being the Ministry of
Youth and Sports, Malaysia.
