While there is nothing mysterious about the thought that agents can perceive their interests (we are all familiar with such experiences), nor that agents may be deliberately misled by other agents (at least most of us are probably familiar with this experience), to claim that an agent's real and perceived interests are distinct places a significant burden on the analyst.
