The first step in the risk analysis and evaluation phase is to identify the EMI hazards to wireless telemetry signals. An AHA Task Force (ACCE News, 1998) identified the most immediate potential hazards as changes to the PLMRS, emerging DTV, and another TV broadcast called “low-power television” (LPTV). The LPTV service was established in 1982 by the FCC with the intention of providing opportunities for locally oriented television service on a secondary-frequency user basis. Because of power restrictions on the transmission signals, LPTV is targeted to small localized areas but still may threaten medical telemetry if that telemetry operates on the same frequencies as the LPTV station.
