The focus of this study is on the achievement gap for impoverished urban
White students. This chapter has reviewed the Black-White gap and the gap
as it is evidenced in the state of Ohio. Our lowest performing students are
put at further risk because teacher quality is unfairly distributed in schools.
Students with the greatest needs are provided with teachers that are the
least qualified and have the least experience and expertise. Children in high
impoverished schools are more likely to have teachers who lack content
knowledge and have lower academic skills as opposed to their more
advantage peers (Thompson & Barnes, 2007; Haycock, 2006).
