– Local community volunteer networks for monitoring oil spills and cooperating with local administrative organizations should be set up in the coastal provinces located in moderate, high, and very high risk zones. Both basic skills and equipment (e.g., gloves, shoes, oil slick bags, communication radios, etc.) on oil spill elimination should be supported by the governmental agencies involved (Table 1).
– Measures to increase awareness of oil enterprises on the impacts of oil spills in the environment should be prepared. Although the Polluter Pay Principles (PPPs) have been introduced to deter the oil polluters in Thailand, it is often rather
difficult to identify the sources of oil spills and it takes time in court (Pollution Control Department, unpublished data). Corporate Social Responsibility (CSR) is another option to promote environmental awareness of the oil entrepreneurs.
