ABSTRACT : Successful project control is a challenging responsibility for all construction managers. In order to achieve such a task, it is necessary to acquire necessary information systematically. Normally, most small-to-medium contractors have developed their own project control system. However, it is often found that the system is broken down into three main components - (1) work breakdown & estimates, (2) planning & progress measurement, and (3) cost accounting &
control. However, the three components are often performed by different party and used different databases, which are completely isolated from each other. Data has to be recorded redundantly with different structure and coding, thus, making project control cumbersome and ineffective. This often
leads to poor project control, which can cause delays and cost overruns. This study has developed a simple project control tool that operates on a PC platform. The information system uses the earned value concept for progress measurement, which enables user to assess work progresses in terms of
work performed, time, and cost of a project. A simple work breakdown structure of a building construction has been developed as a guideline. The structure of this project control information system allows itself to be applied in any projects, as long as, the necessary work packages were
established and its control points were agreed upon. A cost coding system is also provided in the information system. This cost code database can be modified to fit company's requirements. The information system requires a common PC with common database and spreadsheet software. When
work schedule and budget are recorded and earned work and actual cost data are collected in the construction phase. Plan and actual cost variance, along with other reports, can be easily determined to measure the work progress and project's performance using the project control information system.
