31 The shipping and port industry must respond to a new reality. The continuing growth
32 of world trade together with the emergence of global operators has resulted in
33 increased demand for seaports and their related services, while these are divided into
34 competing nodal points in the entire global logistic chain. In an effort to improve their
35 competitive position, many ports have commenced developing and implementing the
36 Port Community System (PCS), which constitutes an electronic platform that
37 connects the multiple systems operated by a variety of organizations making up the
38 seaport community, and is believed to be a significant contributing factor to the more
39 efficient movement of cargo across international borders. Relative research on the
40 integration of PCSs has only recently started to develop. To this end, this paper
41 proposes a methodology to evaluate port performance changes with the introduction
42 of the Port Community System, which, under such a competitive environment is of
43 significant importance to port management. The proposed evaluation methodology
44 introduces, among others, key port performance indicators (KPIs) to account for the
45 system implementation. An application of the methodology is carried out for the real
46 case of a port, kept anonymous for confidentiality purposes. The proposed
47 methodology can constitute an effective decision making tool for both port managers,
48 as well as regional and national authorities, to perform port improvement analysis,
49 encouraging these to be proactive in PCS development, ultimately leading to
50 efficiency, productivity and competitiveness gains.
