A qualitative study was employed at both implementation and policy levels. Various
perspectives on globalization and decentralization were gathered from policy makers,
policy informants, educators, and parents with a focus on civic values to be learned in
school and the effects of decentralization on education. The total number of key
informants was 44, composing of20 parents and 12 teachers and school
administrators, 6 policy makers and 6 policy informants.
