The analysis of benefits in the water resource
system from the perspective of equity, must have a systemic focus that
looks at the balance between benefits and costs – direct or indirect –
generated as a result of interactions and feedback between natural and
human systems, as described in detail in Chapter 2. If the management
system does not include mechanisms for considering all the possible
interests in play, plus the indirect effects and externalities that may be
present, it will not yield equitable results.
