The concept of organizational learning hasbeen applied predominantly to companies in the private sector. This tendency has not always existed, however. The earliest writings by Cyert and March (1963) and their colleagues and by Argyris and Schon (1978) were based on experiences in governmental agencies and educational institutions as well as in companies. Strangely, this original work was essentially for- gotten in the intervening period. Only in the past few years have practitioners taken an active interest in a wide range of organizations, such as unions (see, for example, Drinkuth, Riegler, and Wolff, Ch. 20 in this volume) schools, and the military (Friedman, Lipshitz, and overmeer, Ch. 34). Researchers, too, have recently broad- ened the scope of their analyses and now also include nonprivate-sector organizations, such as public administrations and political organizations (see LaPalombara, Chs. 6 and 25), and increasingly fluid conceptions of organizations, such as social movements Kadtler, Ch. (e.g. 9), industry networks (Lane, Ch. 3), imaginary organizations (Hedberg and Holmqvist, Ch. 33), and ba, the space within which organizational learning and knowledge creation can flourish Nonaka, Toyama, and Byosiere, Ch. 22). As the authors of these chapters argue, the inclusion of networks and nonprivate sector organizations is not simply a quantitative change in the range of organization types under study. It challenges some of the basic tenets of theory building about processes of organizational learning and knowledge creation, for those fundamentals have been derived solely from experiences in individual companies. Such research is in its infancy, and much more of it will be needed in the coming years.
