Substances of Very High Concern are classified according to the REACH regulation as
- Carcinogenic or Mutagenic or Toxic for reproduction (CMR category 1 or 2 )
- Persistent, Bioaccumulative and Toxic or very Persistent and very Bioaccumulative ( REACH Annex XIII)
- Substances of an equivalent level of concern by case-by-case evaluation e.g. endocrine disruptors
The Member State Competent Authorities and the European Chemical Agency (ECHA) progressively identify substances of very high concern.
