As explained above, it is known that the main reason for
ownership conflicts in the coastal areas, which is the subject of this paper, is the disorganized functioning of or lack of cooperation between public works institutions which are responsible for the determination of the cadastre and the shore borderline. In numerous regions of Turkey, even many years after the determination and finalization of the cadastre, the shore borderline was determined. As of May 2011, cadastral work in all coastal areas has been completed; however, the borders have been determined in only 56% of Turkey’s shores, which extend for 8592 km. It is quite likely that many properties, as illustrated in Fig. 4, will be considered as falling into the coastal area within revised shore borderline, which is to be determined after the cadastral surveys.
