It is not surprising that school-based grantees were more likely to be successful at implementing school-based policy changes; it is surprising, however, that grantees based in non-school settings were also successful at bringing about policy changes in the school setting. As these grantees operated independently without the support of a formal community-based coalition, it is a testament to the relationships and linkages created within these programs that they were able to enact such sustainable change in the school setting.
