The Philippines has been experiencing port congestion for some time now in the major Manila ports, causes of which vary, but a slowdown in intra-regional trade is attributed as one factor (port areas and capacities, etc. as other factors) with empty containers from a net importing country (PH) are not as quickly shipped to the usual net exporting country like China that need empties, etc.

With intra-regional trade downturn, it would not be surprising if different countries would also experience slow empty container movements, longer dwell time at the ports or in extreme case port congestion. The PH issue has gotten serious that vessels are sometimes diverted to other regional ports for lack of yard space to unload.
