in light of their role in cross-border trade in the APEC region. The cable systems are laid along the seabed to carry telecommunications signals across the ocean between landbased stations.
Transmission via cable is preferable to satellite due to factors such as signal speed, capacity, cost, and reliability. In fact, modern submarine cable systems are estimated to carry more than 97 percent of intercontinental voice and data traffic. Given the importance of global data interconnectivity, any threats or risks posed to these submarine cable systems also threatens business operations and reduces trade opportunities. Member economies should be aware of how vital these submarine cables are to their individual economies and the region as a
whole and accordingly maintain programs and streamline processes to facilitate the deployment, protection, and expeditious repair of the cables.
