This article proposed strategy guidelines and frameworks of library personnel competency to go along with four RMUTT strategies: 1) to educate professional hands on graduates. 2) to develop research and innovations. 3) to promote internationalization. And 4) to support modern management. These guidelines and frameworks aim to develop library personnel potential in fulfilling the university’s target mainly focused on “the university of producing professional hands on workforce relating to science, technology and innovations.” To achieve the target, the personnel must be potential enough to perform and manage information technology to reach maximum advantages and to obtain knowledge and performance towards the advance of information technology and communications, the change demands of users and the development of the university.
