General obligation bonds are debt instruments that are backed by the full
faith and credit of the government issuing the debt. The bond ratings and the
commensurate interest rates reflect the strength of the issuing government
rather than the soundness of the individual project and therefore command
lower rates. Such financing can be justified to the extent that the sponsoring
government benefits from new tax revenues and job creation from the
project.
