The dictionary defines a grievance as a just or supposed ground of complaint. Every school system probably has its share of each. Whether a grievance is real or imagined, automatic means for addressing dissatisfaction are not yet available in every educational institution. Unless there are established procedures for recognizing and initiating action to deal with grievances, suppressed complaints may lead to poor morale and anti-organization behavior. Grievance procedures ae usually contained in comprehensive agreements between boards of education and personnel representatives.
