AFTER Thailand underwent a political revolution in 1973, when liberal Thai students won the political movement against the dictator Prime Minister, democracy in the country was considerably improved. The significant result of the political improvement was a new constitution promulgated in 1974 with very democratic content. This was the first time that the Thai Constitution incorporated environmental concepts stating that exploitation of natural resources must not overrun con- servation principles. Even though there were many statutes concerning natural resources and environment including statutes about forest, mineral, marine resources, and public health before, conservation principles had never been systematically incorporated into those laws. The 1974 Constitution, therefore, was a catalyst for great development in later environmental laws.
