People often leave out the word 'to' before their goals; it should be clear from the context whether a goal is intended. In the use case approach, the goal is the title of the use case, and it is not usual to prefix it with "to." This makes goals look like functions, which is natural - for example, getting the goods delivered is certainly a functional thing. The opposite would be to speak about an object like "goods delivery department." That is not a goal but an organizational structure or possibly a system. It would be wrong to talk about such objects in requirements before you know whether they will exist: you would be prejudging the system's design. So, keep your goals functional.
