The scope of work shall comprise construction of 10 storey Star Telecom’s headquarter office building, located within the existing area of former Star Telecom Co., Ltd, Nongbone Road, Phonesay Village, Saysettha District, Vientiane capital, Lao PDR.
The Contractor shall execute the work under this Contract in compliance with the design drawings and this Specification.
2 DETAILED SCOPE OF WORK
The Contractor shall supply labours, materials and equipment and perform all necessary works to properly complete construction of the houses as mentioned above and thereafter maintenance during defect notification period.
The scope of work includes but is not limited to:
- Setting out survey of the building in accordance with the layout drawing or as instructed by the Employer.
- Adjust the design as may be proposed by the Contractor and approved by the Employer or as instructed by the Employer.
- Construct a ten (10) storey building as per final approved design including all necessary building systems, i.e. power supply, water supply, plumbing, electrical/lighting system, sewerage disposal, air conditioning, ventilation, telephone, cable TV, fire extinguishing and fire/smoke alarm system.
- Additional works as ordered by the Employer.
- Maintain and repair the building and related systems during the Defect Notification Period (DNP). The period of DNP is specified in the Appendix to Tender.
3 REPORTING AND DOCUMENTATION REQUIREMENTS
The Contractor shall submit documents for approval, review or information, as the case may be. "Documents" means drawings, calculations, computer software (programs), samples, patterns, models, manuals, erection and commissioning data, scheduling information and all other technical information to be supplied by the Contractor.
The documentation shall include, but not be limited to:
• Construction schedule including monthly updates forecasting the completion date.
• Construction drawings for parts that are designed or modified by the Contractor.
• Construction method statements, if applicable, other than normal accepted practice for housing construction.
• Quality Assurance documentation
• Health and Safety report
• As built documentation
All electronic files for project drawings shall be in AutoCAD for “Windows” format. All electronic files for reports, procedures, calculations, proposals, lists, spreadsheets and databases shall be submitted in a Microsoft Office file format, last version. Adobe Acrobat Reader (last version) file format is acceptable for miscellaneous electronic submittals. All documents shall also be submitted in Adobe Acrobat Reader format in a complete form, with all drawings, tables, figures, etc., inserted to allow the complete document to be reproduced.
All documents shall be identified according to a numbering system as approved by the Employer.
The Employer may at any time request further information, documentation or drawings to secure conformance with all requirements under this Contract.
Part B – General Requirements
1 GENERAL REQUIREMENTS
1.1 GENERAL
The general construction requirements stated in this Part B are the minimum requirements required by the Employer of the Contractor for the construction of the Project. The Contractor may propose changes to these requirements, but all proposed changes must be approved by the Employer prior to their implementation. Metric units are to be used for all measurements.
The Contractor shall, before and during construction, specify all materials necessary for the construction to fulfil the minimum quality requirements for the Project.
All materials used by the Contractor and all standards of workmanship used by the Contractor must achieve the Employer’s requirements. The completed works shall be fit for purpose.
The Contractor is encouraged, but not required, to incorporate as much local materials in the Works as is commercially reasonable while meeting the required standards and the specified quality.
1.2 COOPERATION WITH OTHER CONTRACTORS
Pursuant to the Conditions of Contract, the Contractor shall coordinate the work with that of the other contractors at the Site to whatever extent may be necessary to complete the Project in accordance with the Programme of Works, the Drawings and Specifications, and Interface Milestones.
The Contractor shall, during the progress of the Works, be allowed to reasonably use roads, and the temporary works or services provided by the Employer and other contractors. The Contractor shall at every work site, provide proper drainage, lighting and ventilation as necessary for the Employer’s inspection of the Works. The Contractor shall not unreasonably withhold access to the Contractor’s Works to the Employer, the Engineer, or other contractors engaged at the Site.
The Contractor shall be deemed to have allowed in the Contract Price for any additional expenses incurred in cooperating, adjusting to and working with other Contractors on the Site, and no claim will be allowed for extra payment in this respect except as expressly allowed in the Conditions of Contract.
1.3 ACCESS FACILITIES
Without limiting any of the Contractor’s obligations or responsibilities under the Contract, the Contractor will be deemed to have obtained all necessary information pertaining to, and to have complied with, all regulations and procedures governing the use of national and international facilities such as access, transport, handling and storage facilities, including roads, railroads, harbours, airports, airways, border crossings and the like for the completion of the Contract.
1.4 CONSTRUCTION AND UPGRADING OF ROADS
The Contractor shall be responsible for ensuring access routes to all areas of the Sites during construction of the Works.
All other construction roads for the execution of the Works are to be constructed by the Contractor to suit the Contractors requirements, after due fulfilment of all the Contractors obligations under the contract regarding routes, permissions, standards, rights of way, compensations, etc.
1.5 USE OF THE SITE
1.5.1 Project Lands
Specific areas forming the Site, as may be shown on the Drawings or directed by the Engineer, have been designated to be used for working areas, quarrying operations, borrow pits, spoil dumps, offices, workshops, storage, batch plants, etc. Such areas shall, unless otherwise specified, be fenced by boundary fencing to properly surveyed and cleared lines.
The use of additional Site areas for facilities required by the Contractor in areas not already designated as such shall be subject to the prior review and approval of the Employer.
All roads, external to the fenced off areas of the Site, shall be deemed to be public roads whether or not they are built or maintained by the Contractor. The Contractor shall take due regard to the laws and regulations governing public roads as well as the Conditions of the Contract.
The Contractor shall not use the Site for any purpose other than that of construction of the Works or for the purpose for which it has been designated. The Contractor shall confine all operations and Works to within the Site, except as approved by the Employer.
1.5.2 Existing Rights of Way
Any existing rights of way (ROW), tracks or roads running through the Site shall be diverted around the Site or fenced off in such a way to prevent unauthorised persons from inadvertently entering the Site. If such ROWs, tracks or roads must be fenced off an appropriate alternative must be provided. Such ROW, tracks or roads shall be kept open at all times except for short periods when construction activities require closure for safety reasons.
1.6 TOLERANCES
Tolerances for the Project will be based on commonly used International, North American or European standards for each discipline. The Contractor shall propose tolerances to be used for the Project as part of the design and included in method statements. These proposed tolerances shall be reviewed and approved by the Employer prior to their adoption and implementation.
1.7 TEMPORARY WORKS
The Contractor is fully responsible for the design, construction, maintenance and dismantling of all temporary works and facilities needed for the Contractor to accomplish the Works.
The Contractor shall ensure that all temporary works are properly designed and fit for purpose. The Contractor shall be responsible for all costs associated with the design, construction, performance, maintenance and dismantling of the temporary works.
The Contractor shall, at the end of the Contract, dismantle and remove from the Site all buildings and related facilities under the Contractor’s use and responsibility. After dismantling, the Contractor shall rehabilitate all sites of temporary works.
1.7.1 Layouts and Details to be Submitted
Within 14 days after the Commencement Date of the Works the Contractor shall submit general drawings, proposals and a plan for the establishment of the required site facilities to the Employer for review and approval.
1.7.2 Clearing, Maintenance and Rehabilitation
The Contractor is responsible for keeping all areas of the site for which they are responsible, including but not limited to all temporary facilities, buildings, and services, in a neat, clean, well drained, sanitary and orderly condition and to the satisfaction of the Employer at all times. The Contractor will allow the Employer access to all information the Employer deems necessary to make this review and decision.
1.7.3 Contractor’s Residential Areas
The Contractor will undertake the design, construction and maintenance of roads and collector streets in the area designated to serve the Contractor’s accommodation. The Contractor shall no more than 28 days from the Commencement Date provide, to the Employer, information of the Contractor’s requirements for accommodation.
1.7.4 Catering/Eating Facilities on th
