Chapter 2 introduces the new data and literature and indicates the questions which will be addressed in the remaining chapters. Chapter 3 uses hedonic techniques to estimate a biological production function for timber and
place valuations on several non-market amenities found in forest ecosystems. Chapter 4 addresses questions raised in Chapter 3 about the role of NEPA as an agent of change in the valuations, and uses discrete choice analysis to analyze forest service decision-making within the NEPA framework. Chapter 5 concludes.
