Because coal is cheaper than gas in the EU, a price differential which has grown in recent years, many of the EU’s coal-fired plants are running at or near full capacity while gas power plants are running below capacity and less frequently.9 This, among other reasons, has for example led to a rise in emissions in the power sector in Germany, as coal is twice as carbon intensive as gas.10 At the same time, gas-fired power plants are becoming increasingly unprofitable and several have been decommissioned or mothballed in recent years.
