The mesh sleeves are from The Brush Guard, which I have mentioned in the past, and they allow the bristles to keep their shape and look as presentable as possible. Do not cover your metal ferrules with the brush guards because they can leave water stains (aka criss-cross imprints) on your beloved tools! The literature from The Brush Guard encourages it, but I have seen and experienced the water damage myself. Hence, I only cover the brush head/bristles.
TIP: I personally find the guards are most helpful for face and blush brushes. When it comes to eyeshadow brushes, I only cover larger blending styles.
