because emissions trading is based on accounting
at the national level, rather than at the project
level, making any leakage that occurs within
national borders irrelevant and making it un-
necessary to show why a given reduction in emis-
sions has occurred. This assumes that Article 3.7 of the Protocol is inter-
preted to include deforestation as a form of land-
use change to be counted in the 1990 baseline for
countries that, like most tropical forest countries,
had net emissions from land-use change in 1990
