At the national level, the government lacks defined procedures for involving civil society in the decision-making process. Decision-making authority has generally not been devolved to local public officials who are closest to villages. In addition, there is still little accountability and transparency of governmental institutions to the general public. The Cambodian judiciary “does not yet meet acceptable standards in terms of independence, capability and integrity” (Toshiyasu et al. 2000). Some twenty-five years after the fall of Democratic Kampuchea, the Khmer Rouge remain unchallenged, undaunted, and remorseless
