Only Hawaii and Utah do not have state-authorized gambling. Forty-one states in this country have state lottery systems, all of which are state-owned monopolies.

Lotto, keno, and instant lottery games are legal in 41 states and the District of Columbia. Thirty-three states have some type of casino operations, both commercial and tribal.
Tribal casinos are those operated by Native Americans. In 1988, the Indian Gaming Regulatory Act was passed and allows Native American tribes to operate any form of gambling that is legal in the state where the tribe is located. Casinos allow for a wide variety of gambling opportunities such as card games, ROULETTE, and slot machines.
