There is probably no single aspect of the managerial process which is more frequently given more blame or more credit than it deserves than “communications”. Not infrequently, writing and discussions of managerial problems point to alleged communication deficiencies as if to indicate that a solution will be found in any kind of communication. These analyses seem to imply that communication problems consist, not of wrong communications, but only of too little. Thus, massive propaganda seeks to get people to “talk together” in order to solve problems. The sensible manager should be warned, instead, that, even though 50 percent of problems might be due to having said too little, the other 50 percent are due to having said too much! In the future, it would be helpful to see problems between groups of people (e.g., management and workers) as problems of cooperation rather than of communication. Nevertheless, the subject of managing communications needs a great deal of study, and the following is a contribution to what is already a burdensome load of literature on the subject.
