Beginning in 1976, the private business sector with the co-operation of The Tourism Authority of Thailand (AT) submitted to the Police Department a request to consider and protect and maintaining the security for tourists in this special case. Therefore, the Police Department set up a "Tourist Security support and Help Center" which was under the Suppression Division consisting of a force of 60 who would receive complaints from tourists, inspect, protect and maintain the security for the tourists in the community and various tourist places in Bangkok. The private business sector had donated vehicles and communication equipment for the mission. In the meantime, the Police Department requested to set up The Tourist Police Division as a permanent organization that would take responsibility for supporting comfortableness and maintaining the security for the tourists. The cabinet had mutual agreement and approved this principle on November 24, 1976, but they had a problem about the budget.
