Most civil society organizations considered this report to be a milestone, but did not entirely agree with its conclusions and recommendations. They felt that there was a need for governmental regulation with respect to CSR. In response to the advisory report, approximately 80 NGOs and trade unions published a manifesto called ‘Principled Profits’. This document urged the Dutch government to act not only as a facilitator in the debate on CSR, but also as a legislator, regulator, market player and 'best practice’ consumer.6 The manifesto had a tremendous impact on Dutch legislators and gave rise to a network of civil society organizations: the Dutch CSR Platform
