As with most social science-related theories, the development communication field is replete with hypotheses that diverge from one another in some small details or major contentious issues. Since this study is not about development per se, we will restrict ourselves to Conceptualizing development in the following broad term: it is a process of social change that involves wide participation of the people in a society with the intention of effecting both social and material progress (including freedom, more equitable distribution of wealth and income, and other socially desirable value) for the majority of the population by enabling them to gain control over their environments. Communication is an effective tool in helping bring about this change.
