Well before the establishment of APEC, most governments in the Asia Pacific embarked unilaterally on the process of reducing impediments to economic transactions with their neighbours, as well as with the rest of the world. Building on this positive trend, they are beginning to act collectively to implement the Bogor commitments, starting with the steps listed earlier. In addition to these concerted decisions to facilitate trade and investment, many have already set unilateral schedules for the further reduction of tariffs, in some cases already exceeding the undertakings made during the Uruguay Round.
