The cooperation between pro-self-governance state authorities and self-organizing fishers has made these eight design principles relevant for managing CPRs. The state and fishers' organizations work together to modify the resource, user, and technological boundaries (design principle 1) in a manner consistent with the traditions of fisheries management. Within the statutory structure developed by the state and fishers, fishers exploit resources using agreed technology and methods to resolve appropriation issues and preserve resources, without overharvesting and consistent with the prevailing provision rules (design principle 2). In addition, fishers pay membership and various handling fees to their FCAs in order to derive benefits, such as fish catches and the use of joint FCA facilities.
