Member States have the main responsibility for health policy and provision of healthcare to European citizens. The EC’s role is not to mirror or duplicate their work. However, there are areas where Member states cannot act alone effectively and where cooperative action at Community level is indispensable. These include major health threats and issues with a crossborder or international impact, such as pandemics and bioterrorism, as well as those relating to free movement of goods, services and people.
