By taking Thailand as a case study, the author will show that since its birth around a decade ago in 1999, the original Western idea of agencification has been blended with the realities of the Thai political and bureaucratic contexts to produce a new hybrid I call “Thai-style agencification in a bundled government”. High bureaucrats and elected government politicians have been able to alter and manipulate Western ideas of agencification into hybrids that retain and perpetuate their political power in the Thai state (Bowornwathana 2004).
