The Cebu Declaration on
Migrant Workers calls on source and destination
countries to “Promote decent, humane, productive, dignified and remunerative employment for
migrant workers” in accordance with national
laws. It is important to address the ”legitimate
concerns” of receiving countries and address
issues that have hampered the implementation of this ASEAN Declaration while aligning
national policies with its principles.2 The 2013
ASEAN Declaration on Social Protection reaffirms the Member States’ commitment to build
an ASEAN community that is socially responsible and people oriented by, notably, fostering
national social protection floors in the region
and recognizing the rights of migrant workers
and other vulnerable groups to “equitable access
to social protection that is a basic human right
and based on a rights-based/needs-based, lifecycle approach”.
