Indeed, the NEQA has provided proper legal framework for modern environmental management. Given the fact that Thailand has limited financial resources and personnel in environmental areas, the NEQA provides a practical legal framework that allows the government to solve environmental problems step by step. Through the designation of the EPAs and PCAs, the government can focus on the areas with serious environmental problems. Moreover, the NEQA also promotes public participation in environmental protection and management. Nevertheless, environmental management in Thailand has not been satisfactory. Although the existing legal and institutional framework under NEQA is considerably systematic, not every legal measure has actually been put into practice. If legal measures like environmental audit and monitoring would only be implemented, pollution control will be much more effective. Further more, the EIA process should be transparent in order to screen environmentally harmful projects.
