If Trump re-opens negotiations on NAFTA, the Mexican government would immediately require that the United States allow Mexican trucks on its roads. That was promised in the first NAFTA agreement but withdrawn by Congress. Mexico is in much better economic shape now than when the three countries first negotiated NAFTA.
