4.4. Administrative, legal, and policy aspects of the stakeholders
Although local governments had direct responsibility to oversee their populations, the erosion was totally out of their hands. The majority of people living there were fishermen. Tax collected from the communities was not enough to cover costs of a feasibility study and corresponding structural construction. While attempting to slow down the erosion by putting riprap in place, Provincial Office stepped in and acted as an amplifier to make the voice of affected communities heard.
