o The second alternative could be to retain the 2 to 1 differential of charges at a lower rate per number but apply the charge to all numbers issued – not only the ones in service. This would mean mobile services are charged LAK 500 per number on issue (as in option 1 above), and fixed services are charged LAK 250 per number allocated. This still retains the higher burden on fixed service numbers but reduces the extent. Under such an arrangement, total revenue from mobile would be less than at present (the same as option one) and the revenue from fixed services would be about ten times the present contribution making a total industry contribution of LAK 7,400 million (about USD 925 million). This is still about 50% more than at present and retains the reward to the mobile operators and a significant cost to the fixed operators.
