Third, to understand how actors and organizations are dealing with major issues, we also need to focus on how this strategy-making is enabled and constrained by prevailing strategic and organizational practices a perspective that has been explored especially by strategy-as-practice research (Tsoukas, 2010; Vaara and Whittington, 2012). That is, rather than conceptualizing decision-makers as omnipotent managers or heroic politicians, one should develop a more a nuanced understanding of strategic agency as taking place in a web of practices that both enable and constrain the actors in question.
