Driver by the monopoly interests, the Qing government had not
enforced effective, aggressive and comprehensive measures, which
reconciled contradictions between the central government and
local residents, or between salt industry and reclamation. To the
early 20th century, with the collapse of the Qing dynasty, the monopoly
coastal management system was also disintegrated, and a
large number of arable land resources of the Jiangsu coast were
reclaimed. The dominant parts of land use shifted from previous
salt industry to agricultural development. In 1914, the Bureau of
Reclamation was established for the Jiangsu coast, and the Regulations
ofWasteland Reclamationwas promulgated. Since then, the
Jiangsu coast has experienced a large-scale, planned and organized
agricultural development, and a rapid decline of salt making, which
represents a new stage of Jiangsu land use and development.
