The inequalities are especially striking in the income comparisons between African Americans and whites. Ina 1962, the average family income for African Americans was $3,000. Compared with nearly $6,000 for whites. More important, the relative position of African Americans had been worsening during the preceding 10 years. Family income of African Americans was only 52 percent of family income of whites in 1962, but it had been 57 percent of whites’ family income in 1952. These inequalities could not be attributed entirely to differences in education level between African Americans and whites. The average income of an African American high school graduate was lower than the average income of a white elementary school graduate.
