The devolved governments of Wales, Scotland and Northern Ireland have different strategies with progressively higher targets (Table 1) (Defra, 2007; Department of Environment, 2006; The Scottish Government, 2010; Welsh Assembly Government, 2010) than the UK as a whole (which is to reuse, or recycle 50% of household waste by 2020, to meet the EU revised Waste Framework Directive (European Commission, 2008)
