PERMANENT URBAN SETTLEMENT
In parts of Africa, much of Asia and virtually all of Latin America migrants have little prospect of maintaining access to agricultural land, owing to population pressure and institutional constraints. wholly dependent on their urban earnings, they have no plans to return to rural life. Their priorities are urbanbased. They press for the provision of social security for workers, search for sources of earnings outside the vagaries of waged employ- ment (e.g. by setting up their own business), and strive for ownership of a home, which provides both shelter and an opportunity for rental income. As we shall see later (Chapter 29, action in pursuit of such goals has contributed to the strength of urban social movements particularly in Latin America
