place, to serve as a lead organisation in the management of the proposed action while providing
support to local partners through financial support to third parties (sub-granting scheme). It is expected
that IOM will directly implement the largest part of the action. Additionally, in 2014 IOM was
positively evaluated by the EU using the seven pillar criteria, providing reasonable assurance for a
grant agreement to be signed with the EU.
