Hi George,
I posted the following response on your other thread. In the future, if you could try only opening one thread for the same issue, it would make it easier for all of us in the forum community to help you out.
Thanks,
Nate

Hi George,
My first recommendation would be to uninstall your Office suite using the Fix It utility in the following article. This utility uninstalls your Office suite and then tries to clean up all of the remnant Office files on your machine (not your actual document files). Then after this completes, I would recommend trying the install of your Office suite again to see if this helps.
290301 - How do I uninstall Office 2003, Office 2007 or Office 2010 suites if I cannot uninstall it from Control Panel?

If this fails, then you may have a problem with some files on your machine not being registered properly and / or some missing / invalid registry keys. If this is the case, I would first start by trying the steps in KB 958846 (it states Access 2007, but the info still applies to Access 2010).
958846 - Error message when you try to create a new database in Access 2007: "Template could not be instantiated"

If you still have the problem after this, I would then probably recommend opening up a support ticket with Microsoft so that we can look at some specific registry keys on your machine. To open a case, you can do so online, using the following link:
