were suitable for slat production, so the government was driven by
the interests of the salt industry. The salt production expansion
required additional grass land and intertidal land; such a condition
was satisfied by natural accretion processes. Thus, the governments
adopted the strictest measures to obtain the resources and to
protect the organizations for salt making. However, with the
further growth of intertidal land, a condition of agricultural use of
the area was created. The increased population also generated the
demand of the agricultural land, and combined with the effects of
the war destruction of late 19th century. Hence, the contradiction
or tension between the salt industry and the agriculture was
gradually intensified. Eventually, a threshold was reached, when
the government policy for the salt orientated management could
not cope with the new situations. This led to the collapse of the old
management system. A lesson may be learned from this period: a
management system should be sufficiently resilient to cope with
natural and social changes; otherwise it will not be sustainable.
